Tembo Power seeks investors for 22 MW of hydropower projects in Burundi


Mauritius-based Tembo Power has issued an invitation to partner in financing two run-of-river hydropower projects in Burundi.

The projects include the 9.6 MW Dama station at Rumonge (Dama River) and the 12.4 MW Sigu station at Bururi (Siguvyaye River).

Both projects are expected to generate a combined 105 GWh every year and are estimated to cost $65m in total. Tembo Power is seeking to reach financial close by Q2 2023, with Dama expected to require a capex of $34.752m while Rumonge requires $31.721m.

“These two run-of-river medium and high-head projects have minimal environmental & social impacts and are developed according to the most stringent standards to attract international lenders,” the company said in its invitation to submit expressions of interest.

Both project’s feasibility studies have been approved by Burundi’s Ministry of Energy in 2021, while their local environmental & social impact assessment were approved in January 2022. Power Purchase Agreements (PPAs) have been drafted and are currently under negotiation.

Tembo Power is looking for a partnership under which it would retain 45 to 55% of the project’s stake along with its local partner. The EPC contractor may subscribe to up to 10%, leaving new investors with a 35 to 45% stake.
